Lobbying for Higher Education.

The (in)famous Contract for America sponsored by Newt Gingrich in the 104th Congress finally made all the leaders in Higher Education aware that they were going to do some massive reorganizing if they were going to continue receiving federal funding not only for financial aid but research supported by federal funds. This study shows how that challenge was met and what still needs to be done in the future. The author is a professor of Higher Education at the University of Michigan.
